As someone who owns a Switch and a PS4, no the fuck it isn't.
If not for the slightly improved textures and better resolution this would look right at home with the 3DS Pokemon games.
The animation quality hasn't changed one bit (human characters are clearly doing the literal exact same animations from the 3DS games, characters and pokemon still statically hop up and down, etc), the overworld actually regressed from the last main series game AND most of the move animations seem to be ripped from the 3DS games as well.
Despite not being as "powerful" as its rivals the Switch can still do great things. We've SEEN it do great things already. Gamefreak just know they don't exactly have to put too much effort in with Pokemon, because the brand hard carries it and they'll effortlessly make millions regardless of what they put out.
