The Gym Leader's Gym was destroyed by the evil team, likely caused by bombing, so no puzzle.
But the Gym was a factory and it's all shorted out to fuck, which creates a terrain effect that strengthens Electric moves randomly from 0.5x to 2x power, Volt Absorb gradually restores HP, and Static has a 50% chance to paralyze.

-He used to be an admin in the evil team, but after stealing a trainer's Mareep, he felt some serious fuckin' guilt and after a while went to return it, but its trainer was dead from an illness, so the only option was to keep it and make it his ace.
