The Pikachu and Eevee aren't broken per se, but their exclusive moves are. Joe Merrick said each of Eevee's exclusive moves have 90 BP each; two of those moves guarantee a status affliction (paralysis and burn), and the third is a Water-type Giga Drain? Furthermore, these Pikachu and Eevee are going to have much higher base speed and offensive stats than other Pikachu/Eevee, as they are variant Pokemon. Would you want something with theoretically base 90+ offenses and base 125+ speed to pull off moves that guarantee paralysis or burn? I don't think so. And what about the fact that the Pikachu could hold on to a Light Ball, making its offensive prowess even more dangerous. Base 125 speed Pikachu with base 90 attack and special attack with the actual attacking stats getting doubled? And that Pikachu has a Water-type move that has a chance at paralyzing? Yeah, okay.
