So I'm not the best-informed on how Smogon makes and changes their rules, but I was under the impression that usage played a role here or there, which makes sense to me. Isn't admitting that Stealth Rock is a requirement for every single competitive team also an admission of "over-centralization"? I thought their philosophy was that if something is so good that it must be incorporated into the team in order to be competitive, then it is "too" good for a healthy meta.

I'm pretty impartial to Smogon and just curious if anyone knows what's up.
