why did they do this? anyone else search for kecleon in their gold and silver versions?

It's called marketing. They show off a few new guys to whet the appetites of the audience and leave them in anticipation for the new games. Like back in the day kids probably saw Harrison's Blaziken and their little minds were blown.

They did a good job of it with Gen 1 to 2.

You're ignoring the fact that this was the literal one sighting of a hoennmon for like 100 fucking episodes until suddenly Wynaut appeared (without it ever being directly explained that he was a new Pokemon since no humans saw him).
The only explicit mention of Hoenn in the entire Johto saga is ash getting cucked out a victory by an advertisement

In my country there were Pokémon Magazines that mentioned about Kecleon, Wynaut and other Pokémon from Gen III that appeared in Gen II, so I never thought that. In your guys countries you didn't had magazines like that?

Kecleon, Wailmer, and Azurill were the first Gen III Pokemon ever revealed to the public, in March 2001. Wailmer and Azurill appeared in the Celebi movie's Pikachu short, Pikachu Pikaboo, in mid July 2001. Kecleon didn't appear in the short itself, but appeared in the anime on July 5, 2001. They used both the anime and the movie to market the next generation of Pokemon.

Nothing got a proper introduction as a new Pokemon from a different region until Blaziken. Kecleon were just postured as rare and Wynaut never received a formal introduction. I was done with the movies after 3 like a lot of people and never once saw anything but Kecleon, Wynaut, and a Blaziken in terms of gen 3 prerelease, and Blaziken was the only time anyone was actually told what was going on

Not only was Munchlax so obviously just a Snorlax pre-evo that it didn't matter, Unbeatable as an opening predates the appearance of Munchlax
I have very clear memories of recording an episode on VHS tape, pausing it, and sketching Lucario from just the opening.
Later as more episodes aired, the short bit with Lucario and Mew was replaced by Pikachu using Iron Tail.

The thing most Americans don't realize is that Kecleon Caper aired literally the same week that the Celebi movie came out in Japan. Kecleon's debut was one of the big selling points of the movie, so they did a soft tie-episode to promote the movie. It was kind of an odd decision to have Kecleon debut in the anime a few days before the movie happened, but that was the reasoning.

It was in the short before the movie. Kecleon was promoted as the focus of the short HARD, even though Azurill and Dusclops were also in it.
