There are numerous Pokedex entries that stats that particular Pokemon have "prey" that they incapacitate.

If true, which Pokemon eats which and whos on top of the food chain?

If going by IRL, Pokemon such as Lycanroc (wolf) and Pyroar (lion) would be apex predators for example. A bit of a stretch but Kyogre (despite being a legendary) as well since it's based on a killer whale.

Why else would Mawile be like 50% giant sharp toothed mouth.
Probably small pokemon like rattata and weaker bug pokemon. Since bugs usually produce lots of offspring to ensure survival.
