I remember in an interview they said they knew Aegislash would be popular, but the types of movesets that people used were not what they were expecting. And as for Kangaskhan, they thought they had designed a cute gimmick, and had no clue players would use it o predominantly competitively either.
Theyve actually got better with time though, Gen 7 had a lot more variety and useful Pokémon than previous gens.
Also I know you probably know this, but USUM did fix the evolution thing for a bunch of Pokémon.
