You need to stop thinking in terms of best-case scenarios that favor your precious guns. Sure, basic handguns would likely be effective against the more fleshy 'mons, but the bulkier ones and especially the ones covered in metal or solid rock armor plating would need something beefier. In most cases, you would need either a very lucky shot or a snipe on a target that's not moving to hit them in the eye. Again, there's a reason people are trained not to go for headshots in real life.
Moreover, why would you be considered a Pokemon Master if you went around shooting Pokemon with guns? The title "Pokemon Master" implies that you can work with Pokemon to their fullest extent. If you're not working with Pokemon, you'd be master marksman, maybe, but not a Pokemon Master.
