Gamefreaks original plan for remakes had basic shit like Friendship evolution to Crobat, Umbreon or Blissey turned off until after the elite four was completed, and you couldn't communicate with RSE or the gamecube pokemon games until after the elite four was completed either.
Meanwhile, HGSS lets you interact with DPPt and Pokemon Battle Revolution square away, easily allowing you access to things like Magmarizers and Shiny Stones if you want to bypass that design decision, while at the same time not blocking Ancient Power/Rollout evolution like FrLg would have done.
It's incredibly lax and any player can bypass it without issue if it bothers them to such an extent, but let's be honest, Pokemon like Magmar, Murkrow and Rhydon aren't exactly unviable without these evolutions, you can easily get through the initial elite four match with NFEs (Bruno even has one).
