Game Dawn does have a younger sister - you can find her in Dawn's house, and in the postgame, she informs you of the current swarm. Although she's not the only way to find out the swarm, she is the most reliable; it's not always the first thing mentioned on the TVs, but it's all Dawn's sister says, so it takes less time to soft reset for swarms in Dawn's house than to soft reset in front of a TV and hope to see the right broadcast.
