Flying Pokemon suffer from either bad stats or bad movepools. If you gave Brave Bird to Gyarados wouldn't you think that would be nigh unwallable? Or Hurricane on Zapdos?
At the highest level, you have moves like Brave Bird/Aeroblast/Dragon Ascent/Oblivion Wing as the primary attacking moves, because Uber flyers are the only ones who don't suffer from the poor balancing.
