it's a king. if you wanted you could also say that it and Blastoise are rainmaker pokemon and that clair does have some business training pokemon with such properties that would be regarded as mystical in a more traditional, superstitious society.

if you're going to inject variety into teams, don't do so based on any weird guidelines like egg groups or shit that don't matter. arbok isn't any more relevant to fucking dragons than blastoise is just because it's in the same egg group as other non-ground reptiles.
