What made them cap trainers to 3 pokemon from BW2 onward?

To defend that somewhat, there isn't that much variety when it comes to types, unless you want the gym leaders to have repeats of the same pokemon to pad out the battle, or the gym leader in the second part of the game uses a super common type like water, I can see why they would only include 3 pokemon. I just wish they were harder, and had better movesets/maxed out IVs and EVs for a better challenge

They always had few pokemon.

It's a disaster that your rival only carries 2 or 3 pokemon, but random trainers always had a very meager selection.

The only exceptions that come to mind were breeders and fishermen.

A shift in focus; they went for more cuality instead of cuantity as far the number of owned pokes go.

In old pokemon games, trainers usually have tons of pokes but with low levels and horrible movepools. From DP onward (sans HGSS), they've reduced the number of owned pokes in favor of them having higher levels and better movepools.

Because a trainer having one Koffing, one Ekans, and one Rattata is less monotonous than them having two Koffings, two Ekans, and two Rattata. It's all about game flow.

It is shit that gym leaders were similarly limited though.

The vast majority of trainers in gen 1-2 had three pokemon. The problem is they extended this model to gym leaders/your rival/boss characters.

He's saying the repetition is anon.
The only difference between taking out one rattata and two is just a minute of animations.
It doesn't add anything beyond a time sink.
