It took Smash decades to build up a roster that large. Padding out your roster with clones is a bad look for the first entry in a series.

Pokken is a new IP that has to create character models, animations, and movesets from scratch.

I may be in the minority here but I would prefer more characters even if they are samey to few unique ones. Not in an original fighting game of course but one like Pokken based on a franchise with hundreds of characters I can excuse it. I do think Pokken is great regardless though.

Every character on the roster sans Weavile is either a shillmon, a starter, innately popular for one reason or another or standing in for a more popular stage from its line.
You're not getting some fancy oddball picks unless they happen to line up with popularity, like how Chandelure is one of Japan's favorite Gen 5 Pokemon.

Machamp does well enough for itself considering it has Gen 1 Seniority and the novelty of being one of two Pure Fighting 3-Stage Lines (the latter being an expy of it, even), plus it's a ridiculously flexible fighter in general thanks to its four arms and build.

Outside of Libre, who was voted in, and Dark Mewtwo donut steel, it's a pretty damn good roster. A variety of fan favorites spanning multiple generations with a few dark horses thrown in. Plus reused models is a very common concession made for fighting games, so at least Libre and Darktwo aren't sold to you as DLC. They even managed to get some unconventional bodytypes to work like Aegislash, Suicune, and Chandelure.

It's building on 10 years of foundation whereas Pokken is going from scratch. Melee is a much more reasonable comparison.

While you might assblast me for saying this, Wormadam could possess different attacks and abilities depending on the stage or background.

I'd say there are relatively few other gimmicks to exploit, beyond the possible introductions Smash-like drop of items for Mimikyu, Cofagrigus, or Banette to possess and gain temporary abilities from separate from the item itself.

Pokken roster is good for the most part. Just replace some of the Starters, one of the Pikachus, and maybe Shadow Mewtwo. Other than that it's pretty cool and I like that more unorthodox Pokemon like Aegislash got in.

Pikachu libre is more than enough, it's basically pikachu, but better and more fitting to the theme of the game, also it can appeal just as good for both girls and boys, since it isn't really that feminine as to be seen as a girly pokemon

The problem with slotfags like you is you assume every character takes equal effort to make. The alternative to Pikachu Libre and Shadow Mewtwo is just two empty slots, and maybe a purple recolor of Mewtwo with bullshit moves you never get to use for the final boss. Libre and Shadow are in because they use the same character meshes and animation skeletons as their other form, and all their voice work can be recorded in the same session. Shadowtwo even shares many moves with regular Mewtwo despite playing wildly different. Adding those two was incredibly simple compared to making something from scratch like Blastoise or Aegislash. They're not taking any slots from your precious "bros."

Besides, a second Mewtwo and Pikachu are better choices than any gen 5 reps anyway.

It took 22 years for Pokemon to get up to where it is now. It's completely impossible to expect a fighting game IP to reproduce anything close to that in a genre that takes a ridiculous amount of development. Especially for the first entrant.
WiiU starting roster was extremely weak in numbers (16 iirc) and the arcade systems and eventually DX release expanded on that to show that it takes about 3 years to prepare 7 new characters. It's just impossible to reflect the amount of Pokemon in a genre like this.
