The green makes sense for the time. It contrasted the most, and used up the least memory. It also gives the same feeling as seeing an albino.

Of course they can but GF is retardedly adamant about fixing past mistakes.
They have this weird mindset that once a Pokemon is in the game, it's not allowed to be changed anymore whatsoever aside of its movepool and getting a small stat boost every now and then.
