I don't get why so many people dislike Basculin. It's easily in my top 10 gen V mons, or at least the Red Stripe version is.
For what I like about it then I'll say that I appreciate how unrestrained it looks, mostly due to its facial expression and rugged fins.

Why does gamefreak doom random water pokemon to be forgotten shitmons by giving them no evo when they absolutely warrant an evo?

We need another set of Gen 2/Gen 4 style expansion of previous Pokemon species way more than we need a new set of useless single stage shitmons

I like, in general, the idea of actual pokemon evolution in the traditional sense, speciation and mutation. I like that the two basculin varieties tie into that, and that they represent the first step towards becoming more differentiated variants with seperate typing and more divergent appearances like regional forms, which would continue changing and and eventually become different pokemon species altogether.

I've always held healthy respect for Basculin, if only because these fuckers are somehow always deadly to my teams in a nuzlocke. I like how incredibly vicious they are in that regard.

Imagine if they could evolve. I don't know what into, a sea hydra mixed with their piranha-like features? But whatever it would be, odds are you would have to have both forms in the party, and they must evolve at the same time at a set level (like, 20 or something).
