In reality, they admit they don't need to do that but even if the claim that they were too expensive to make as they're making them was legitimate then there are two solutions to that.
1.) Increase the price of the game by default. That's how capitalism works. You are paying for the work and materials put into it with a bit of profit on top.
2.) Downscale the project until it is affordably designable.
Furthermore, especially for yearly games like Masuda is trying to force Pokémon to be, they don't have time for this shit. Requiring so much dev time but not being willing to actually give them that dev time hurts them in the gameplay department, you imbecile.
