I can only assume gamefreak was afraid that the evolved forms of those pokemon would be too much of a hassle to fight in wild encounters, so they have the unevolved forms running around. That's all I got

What's the point of having a pokemon that evolves twice (with its last evo being at lv 45) if you can only find it at the end of your journey at level 44....

no, all you need to do is catch a Geodude there, pause the game and take a break for 3 hours, then you can use the area customizer to get Larvitar's area

Gen 5 made things worse by introducing pokemon that evolved way too late and the investment wasn't worth it because Unova pokemon had terrible movepools.

How? BW went in the completely opposite direction and had some ridiculously high evolution levels, Mienfoo being one of them. You have about 20 fucking levels with Mienfoo before it evolves in BW if you catch it in Dragonspiral.

Is this the most stupid evolution? A cocoon that is never going to change because it doesn't live in the magnetic area and isn't really moving at all. Maybe except if it is stolen by wild Wikavolt, but still.

This. Why didn't GF at the very least make it evolve with a thunderstone, why a location evolution. Hell, why make a first route pokemon not evolve until the very end of the game when its stats aren't even good enough for an extreme late-game pokemon like Tyranitar or Aggron.

More the available way too late part than anything else. Also ruined them for other games, you can catch Meinfoo at level 15 in X and it doesn't evolve until level 50. Wish they would have just kept the evolution level normal honestly.

There's a number of pokemon with pretty shallow movepools.

You'll notice this is the gen where game freak stopped putting earthquake on everything.
