Now, throw in how actually popular it is and how much it sells with the fact they're introducing a new character who has its evolution in the anime and it's clear they're keeping Ash's Rowlet as a Rowlet. Hell, I'm actually expecting Lillie to evolve Snowy before they'd evolve Rowlet because as well as needing to show off the Sub-Zero Slammer, I feel she's a more likely candidate to get the Fairium Z than either Lana (who would potentially use a Primarium Z) or Jessie (who's already got a Mimikium Z).
