Meowth can translate cause he taught himself how to talk. How about Rotom? There's only been a handful of pokemon that are able to communicate to people. AFAIK it's only psychic pokemon and Meowth. So what about Rotom? He can understand Pokemon cause he is one but why can't he translate?

Well the level you need to understand or even speak a language are different than the levels you need to be able to translate what's being said in that language to a different language, presumably Rotom's human isn't competent enough to translate the thoughts in the probably muddled and not entirely traditional language like communication of Pokemon into human thoughts. I also imagine that Rotom's abilities are derived from possessing a Pokedex built for Rotom's and not actual abilities it has, so if, for example Rotom possessed a battery operated sex doll, it would no longer be able to speak

It's explained in Rotom Dex's debut episode in the anime that the Pokedex he's inhabiting has been programmed with multiple human languages

In ep 57 of SnM he glitched out and ran a muck trying to get back to his dex. Yeah I noticed that he couldn't speak unless there a speaker attached. I can see what you mean, I can vaguely understand French and German but I can't speak it well enough for a conversation. A friend of mine is Puerto rican, he can't speak spanish but he can understand it to a point. His mom is and speaks it fast.

yeah, he acts more human than Pokemon, but he knows he's essentually a Pokedex. He helps Ash out all the time.

They probably don’t let it translate because there’s a shitton of scenarios the characters could straight up avoid if they have a permanent companion that can translate. I don’t really have an in-universe explanation for it though

The heart/soul of Rotom Dex is a Rotom, but the brain/body is a Pokedex. An animated Pokedex with personality and feelings, but still a Pokedex.
...Maybe. Has it been shown that Rotom Dex is still able to understand Pokemon as a living Pokedex? I don't pay attention to the anime, but this problem interests me.

Yes he can communicat as a Pokemon but he's also shown to be able to act as one too. He's essentially a neutral fighting Pokemon, so I'm not sure about that. He stores data in the dex but at the same time he still does retain his own personal thoughts in his own mind. That's like saying a Haunter or a Drifloon could do the same as Rotom being that Rotom is a ghost type. So I'm wondering why they don't give him this abality

I was looking up Ghost Pokemon just now and god damn, some of these entries are scary as hell. specially haunter's.

Being attached to the zukan vastly increased his intelligence, normal Rotom are not much more intelligent than dogs or babies as seen with Oak's Rotom and the autistic wash one that swapped places with the Rotom Dex.

When Rotom was separated from the dex, he was thinking in Japanese. He probably can't speak Pokemon anymore.

Yes, one of my aunts was living in the US so long she forgot how to speak Spanish. But she could understand it. So she would speak to someone in Spanish but answer in English. The parts of the brain are different for receiving/understanding and forming/speaking, but there's a handoff between them.

Possessing the dex rewired Rotom's brain, increasing his intelligence to the point that he retained his intelligence outside the Pokedex, but likely ruining his ability to translate for Pokemon. Just like how possessing the washing machine for so long kept the Wash Rotom stupid, but with obsessive compulsion to wash or think/talk about washing shit.
