So I recently decided to re-play Crystal version (for the nostalgia) and I came across something that has me stuck.

I finished the gym in Mahogany Town, and I somehow missed the call from professor Elm about team rocket in Goldenrod. I called him back and he just wanted to see the Togepi that hatched from the egg, so I went to show it to him because I figured he would tell me about Goldenrod afterwards. He did not. Every time I try to talk to him he just talks about the egg and how it hatched, it's the same for if I call him.

I went to Goldenrod and none of the grunts are in the city or tower except for the one outside reading the sign.

Has anyone else come across this? Any advice?
