No shit. It was the gen of sunspan so if you had to have a Gen 5 grass type you used Sawsbuck. It had a fantastic movepool too

But the region has castles and taoist themes all over. The Japanese school uniforms and shinto shrine area doesn't help, they probably shouldn't have even said it was based on NY considering that their original theme was just the concept of diversity.

I used it in a recent playthrough with
Coil/swords dance, leaf blade, return and leech seed, jolly nature and it was doing well enough.
You can meme it in to greater use with aqua tail/outrage as well.

The only thing that can save them is regional variants. Do something weird like make Snivy fire type, Tepig water type, Oshawott grass type. The designs are just disliked and mega evolutions would just make things worse.
