The one I would give you is cyndaquil.
But it's been stated over and over again that they didn't expect the series to last longer than gen 2, so assuming they had a pattern in mind at that point is silly.
I do think it counts as a mouse, because it says mouse pokemon, despite this, it turns into a weasel, and then a badger. Making it a member of the Mustelidae family which does not include rats.
So at the end of the day, Cyndaquil is a mouse pokemon based on the pokedex, but not an actual mouse based on it's evolutions. But at that point in the series lifespan, there probably wasn't a pattern. so connections from gen 1-2 are completely coincidental. Anything after that could be a pattern.
