That's not to mention the fact that one of the only two ghost families resists Grass as well. The only type here that could reasonably be pushed up to the first gym is Normal, but even then that's just delaying the inevitable bad matchups. Hell, even if they cut one of Grass's bad types and used a Dark gym, that'd still fuck Grass over because of Gen II's 5 dark type lines, 3 have secondary types that beat Grass. The only one Grass would have an advantage against is a Psuedo.
Honestly, if you were to slap Chikorita in Kanto, it'd probably do even better than Bulbasaur. It's just an unfortunate case of the game working against it.
