Why isn't the Pokemon League portrayed more as a governing body to all Pokemon related issues. We could so many interesting stories, for example, the corrupt President of the Pokemon league is taking money from the evil regional team and needs to be stopped.

Because the Pokemon League is no more a governing body than the NFL. It simply exists to regulate a sport and make money off that sweet ad revenue.

Pokemon is an anarchistic (yet capitalistic) society, that's why criminals have to be stopped by lone vigilantes and why most routes are overrun with grass and contain no infrastructure for personal conveyance. The only means of mass transport that exists in within the hands of large industrial complexes, who are also the only things that maintain and regulate the currency (which is why certain prices seem so fucked in some cases and underpriced in others).

There are no countries in Pokemon and only loosely associated regions because the individual cities are governing bodies. Sometimes they're more established like in Kanto (Cerulean has police and the underground tunnel has workers that upkeep it and some organization eventually shuts one of them down in GSC/HGSS, so it's likely that at least a couple of the cities are in cooperation) and some are more lawless and disorganized (An insane amount of shit goes down in Kalos with only trainers/gym leaders as the response team)
