So as a starting point, most of the really powerful box legends and such are banned from OU play, which is the standard ("Ubers" allows all/most of these mons for players who do want to use them). From there, Pokemon that are still too powerful by comparison can be banned.

The precedent is "don't ban abilities for one Pokemon only," but that leaves them in a conundrum here so some people are arguing "fuck precedent just ban Sand Rush Exca only."
