Example:
A new eeveelution is a location based eeveelution and that location isn't in Alola.
Another example:
it's an eeveelution that isn't native to Alola like the others are, making it's Z-move name make sense to Alola.
Another example:
Eevee is the 'Evolution' Pokemon so it's always finding ways to adapt/evolve to it's surroundings, like Fairy-type, they can make a new eeveelution actually be a new discovery in game.
Another Example:
Z-Moves won't carry on to other regions since they're an Alolan thing.
There are plenty of ways around it, I personally think they're promoting LGPE with Eevee but will also use it to promote a new eeveelution when Gen 8's getting it's promo, this is Pokemon, it's very predictable.
