Gamefreak is normally pretty against giving Pokemon attacks that they're normally weak to, unless it fits them thematically. There's exceptions, but they rarely go out of their way to add them.

Disregarding chinchou and lanturn which are part electric those are 7 water types

Staryu and Starmie are magic, and magic Pokemon tend to get access to thunderbolt for reasons.

The only magical Pokemon that I can think of immediately off the top of my head that doesn't get it is Delphox, but it's a fire type and Game Freak would never let its precious water type be at an actual disadvantage against a fire type :^)

Looking at Psychic type I see that they are mostly cosmic beings or really smart tricksters.

Starmie can also reference stars and Pokedex says it may be an alien creature that sends mysterious radio signals into the night sky.

It goes both ways: high temperature weakens the ability to conduct electricity, especially in metals. It makes Overheat fit even more but basically takes every other Fire-type move out of equation.
