they let team rocket just go in and shit all over the graves a few years prior, they clearly aren't too attached to it

Most people didn’t know they were up there, but you happened to arrive on the scene. The townspeople (which there aren’t many of, mind you) were concerned with the ghost problem that Team Rocket had exacerbated.

Why didn't they build the tower on the empty plot of land in Vermillon city ? It never made sense to me as a kid. I didn't own GSC but I knew there was a radio tower in kanto and always assumed it was in Vermillon city. I was shocked when I realized it was in lavender town later on.

Could be the graves were relocated for a different reason, leaving the tower unused.
At that point making it a radio tower seems far more reasonable a decision.
