Minmaxing introduces mins, which causes more decisions, which is more choices that can affect Pokemon differently. This Groudon can run speed for rock polish, but it would sacrifice defenses or attack power for it, which is different from this Groudon who invests in defense, even if they have 3/4 of the same moveset, you approach them both differently.
