It's all the same bullshit that doesn't hold up - that they were removing things because they HAD to due to system or space limitations. Meanwhile, Masuda convinced himself they were doing it as if it were a theme thing for each region/system.
An explanation which was obviously complete nonsense as Shinies would've went away if that were the case since they were a gimmick introduced purely to show off the fact that they'd moved to a color system.
Thankfully at least in that regard, it seems Ohmori told him to fuck off and included customization isn't Alola anyway.
