How does it work lore-wise? What is it even supposed to be, is it supposed to be similar to megas in concept or is it only coincidentally like a Mega?

Basically Ash cant catch pokemon outside of Kalos because "commercial reason" , but the writers of the show need to give Ash a pokemon that could compete with megas strenght wise and since Diancie was the only Kalos mon that could mega evolve , well they wont let Ash catch it because of obvious reason.
So they came with the idea of an asspull mega evolution
