I also don't like how they were just a subsection of the Aether Foundation. It robs a perfectly good team of any agency within the story because they're taking orders from higher up. I think it would have worked better if they were independent pursuers of Cosmog working towards their own goal.
While prewriting this post in my head, I also had the idea for the URS which is that they're not supposed to be there, USUM is not the way the timeline is supposed to go, and their involvement is throwing everything off the rails. (But to do that they'd actually need to have a presence in the first place.)
