The prof of each region has a speciality, Oaks is never stated, just that hes a world renowned pokemon researcher (and according to movie 4 quite an artist)

He is accredited with the pokedex being his invention though, perhaps his field wasnt to go in to particular depths about any one field (eg, breeding/evolution) but more to make a general observation about each species and catalogue them. Inventing the pokedex as a way for others to enter observed data into database much like a pokemon wiki

which is why some of the entries sound like they were written by 10 year olds rather than scientists

Snorlax is no original Kanto Pokémon. The two individuals probably broke out of the Fuschia Zoo and they were both male, so no Munchlaxes here.
