Thereby having both of the mechanics, be closer to realism to the way you weaken the pokemon and you yourself throw the pokeball to catch pokemon, and people that don't want to deal with the dumb motion controls don't have to if they don't want to.
if they did it like that, there would be a unique catching system if you desired, and the game wouldn't be so mundane and repetitive... reason why i stopped GO a while back. you don't get anything besides catch more and occasionally battle gyms
