The art and sprite-work was much better than gen 1. It hammered out a lot of the technical issues and glitches. It fixed meta shit by adding types and such, introduced breeding, day and night cycles and time events and crystal introduced moving sprites.
But the design of the world was just awful. underleveled trainers everywhere. garbage distribution of pokemon. Two small regions instead of a single, well designed one. A lot of the new pokemon were just awful when it came to battle, then a lot of baby pokemon for no real reason.
Gen 2 was a fantastic generation if you never actually played RBY
