I wouldn't be terribly surprised if they intentionally didn't want to use an all-new graphical engine specifically because they want to draw more appeal when the new engine is revealed for the 2019 titles. Because the Switch automatically makes the old engine look great. But a new engine built for the Switch might also look like a great leap from what the 3DS engine could do even on the Switch. So it would still catch peoples' attention, seeing the graphical difference between Let's Go and the 2019 titles.
