Except BW didn't cut the others from the code. You could still obtain them by transferring/injecting, not mention the fact that there *were* non-Gen 5 Pokémon obtainable in the game.

Even ignoring the White-only stuff, there are more Gen1-4 Pokémon obtainable in BW than there were Gen1-2 Pokémon obtainable in RS.
That's beside the point, though.
BW didn't cut the others from the code.
LGPE presumably did.
