Also the fact that it's a Kanto remake and Game Freak felt the need to bring up Gorochu for some reason a few months ago

Shellos/Gastrodon were never "scrapped" they were always intended for Gen 3 but apparently they couldn't make it's forms work in game/time constraints, so they held them back for Gen 4. Again, they were never scrapped.
