Just checked. Average level of Route 44's trainers is 25. You should be barely above 30 if you are training 6 Pokemon. It's not that bad although these trainers are a little underleveled, I won't deny this.
The bigger problem comes in a form of Route 42 and 43. There are no trainers there above 20 level. Jumping from Jasmine to this part of the game is always weird.

I think the sad thing about this is that it's so easy to fix and was never done in the remake. Just raise every standard trainer's pokemon levels (excluding gym trainers) between Olivine and the Lake of Rage by 5 with the extremes at Cianwood, rocket hideouts and path between Mahogany and Blackthorn all being 8-10 levels higher than normal
