Starmie knowing scald means fucking nothing. You have overpowered starters in Eevee and Pikachu who will most likely outspeed Starmie to begin with, each with a base 90 power special electric move that ALWAYS causes paralysis with the former getting STAB from it, and as if that weren't enough, you also get pseudo-Z moves for any move you want if you're seriously doubting your ability to one-shot a Starmie with a 90 bp electric move (+STAB if using Pikachu)
Plus, even if there is the shit eating retard who doesn't think to use said electric move on Starmie and you still get burnt from scald (which despite having a 30% chance to burn, has nothing on your 100% paralysis chance), it'll only be a minor inconvenience at worst because being burned has absolutely no effect whatsoever on the special attack stat, which is what you're going to be using.
