The RNG doesn't actually cheat, it's just that you see the same moves used so often that some of them eventually trigger that chance.

Playing HG/SS right now, can confirm, got hypnotised three times in a row. Also got critted two times in a row once, both times resulting in death. Shiny Vulpix used roar and blew me away lol.

Sleep mechanics got changed only for Gen 5 newfag. If you switch out a sleeping pokemon, its sleep counter resets.
