I swear that no one ever bothers to really understand the IDEA behind a move before giving it out. The idea with sand gather is that you're literally taking sand into your body. If gathering up sand wouldn't naturally heal the organism it doesn't make sense. Giving it to Starmie or Sandslash wouldn't fall in line with what the move's supposed to be.
Same thing with Boomburst. People want Porygon-Z to have it. Why would a mouthless oragami cyberduck be capable or producing sound? Also Gardevoir and Primarina. It's supposed to be literally a gigantic EXPLOSION of sound. Hyper Voice works for those two, but they're not going to be able to use Boomburst.
