The development of gen 1/2 is well-documented here, but what about gen 3?

When did the development actually begin? In 1999 when Game Freak maybe got GBA devkit? Evidence of early gen3 pokemon designs which may predate Kecleon/Azurill/Wailmer?
Who knows...

i always wondered why they saved shellos and gastrodon for gen 4 they fit way more with gen 3s aesthetic

People don't bring it up much, but the data for Pokemon cries probably lines up with when Pokemon were created there, rather than index number which is (mostly) in order. Kecleon seems like the first mon made for RS if that's the case.

apparently because of 'time constraints'. they probably got the idea to make two formes halfway through development, but realized they couldn't finish both in time. it works well with Sinnoh's lore though, what with the east-/west- side thing.

Gen2 beta got leaked.

Gen 3 however we only know what we already have for far (concept art, cries, magazine scans and interviews). It could be something more lurking in the horizon because gen3 was the beginning of nu-gens.
