Ok so what I’m going to do with this is compare Black and White 1 to two different games. Black and White 2, and the games that are considered to have notorious distribution among the fanbase, the original Gameboy version of Gold and Silver, and I'm going to compare to amount of Pokemon available to you by the time you fight each of the first 3 gym leaders of the game.
Here’s what’s made available by the time of the first gym fight in each game (note that repeated appearances of the same Pokemon are not counted)
BW1:
One Starter
Audino in shaking grass everywhere
Unova Route 1 gives you Patrat and Lillipup
Unova route 2 gives you Purrloin
Dreamyard gives you one elemental Monkey (Grass is blocked off until after your first gym battle)
For a grand total of only 6 Pokemon, just barely enough to fill out a team, available to you by the time of the first gym badge.
GS:
One starter
Route 29 gives you Pidgey, Rattata, Sentret, and Hoot Hoot
Route 46 just off to the side of route 29 gibes you Spearow, Jigglypuff, and Geodude
Route 30 gets you Caterpie OR Weedle, Spinarak OR Ledyba
Route 31 gets you Bellsprout
Dark Cave gets you Zubat and Dunsparce
Sprout Tower gets you Gastly
Ruins of Alph give you Unown but I’m not counting that because it’s useless
For a grand total of 13 Pokemon available by the time of the first gym match
BW2:
One starter
Route 19 gives you Patrat and Purrloin
Route 20 gives you Sunkern, Pidove, and Sewaddle, as well as Audino and Dunsparce in shaking grass
The ranch off of Route 20 gives you Psyduck, Mareep, Azurill, Riolu, and Lillipup
For a grand total of 13 Pokemon available by the time of the first gym
