What is the best pokemon game released on the GBA, DS, and 3DS and why? And I mean out of all of those games combined which one is the best or you can recommend with the highest praise?

It's a toss-up between emerald and bw2 for me.

Emerald has a fun region with a lot of little hidden nooks and crannies to explore, an enjoyable story the conclusion to which was the coolest shit ever to kid me, and a pretty cool set of trainable mons. There's the battle frontier for post game as well as the contest as a side thing to do - filling up the gallery was so satisfying!

On the other hand, BW2 are both pretty damn polished games with an unique region that's full of personality, a more involved story, a delightful set of new mons and improved mechanics. It was hard to decide on a team because I liked so many of the new guys! The movie studio is a blast, too, and finding all the different endings was fun. The seasons mechanics is cozy as fuck and adds a lot of charm.

None of the 3DS games are particularly good, and as >>36798935 said, B2W2 are probably the most polished games in the series by far. You do need to play the original BW to get the most out of them, thankfully they're also very well made games.

Putting all the features as a factor and with the most post game/fun things to do:BW2 because most of the "improvements" to the game passed Gen 6 are just replacements to things that were already fine and the post game drops. I think Gf realized that having a lot of post game/putting in effort doesn't change the amount of ratings a game has

And... I don't really know, all 3DS games (X/Y, OmegaRuby/AlphaSapphire, Sun/Moon) are on the same level.
Exception is UltraSun/UltraMoon wich is as bad as B2W2 was
