#1 its mechanical design is not great. Yes, one of the highest base special defenses, but in metas where everyone has a thunderbolt on their team, and using Rain Dance opens it up to a guaranteed Thunder. Its underwhelming power and lack of a defining moveset make it easily overlooked.
#2 Its core concept was way too understated and handled poorly. It suffers from the same retardation that Slowpoke line does of a supposed mutual interaction between two species that has no bearing at all on gameplay and is given no justification to make it believable. On top of that, Mantine is SUPPOSED to be a fighter plane, which I only learned within the past week after going to read its Bulbapedia page, but again, nothing or very little about its design in spritework or moveset play off this idea, so it's liked a tacked on afterthought that might as well be there.
And GameFreak continues to ruin Pokemon with this retarded idea that never gets backed up with logic, this time with that fish Pokemon whose ability is 'Schooling'. Like, how is it supposed to get more fish to come to it when we only capture one of them? Can they magically fly or teleport to its location? It's so stupid. Catching a Mantine doesn't mean you've also captured a Remoraid, yet there it is.
