It was concept that came out around 2003 for the Pendulum X v-pets. The story basically says that the Digital World was on the brink of collapse because it became overpopulated, treating to crash the servers were the Digital World exists on because it was running out of storage space, so the computer Yggdrasil who basically reigns as the supreme god decided to create a virus to wipe out the excess Digimons. The thing is the Virus wasn't lethal enough, so Yggdrasil tweaked it like 3 or 4 times to the point that the Program X was being too effective and Yggdrasil then decided to save only 1% of the population while leaving the other 99% die.
Yggdrasil then to void that shit again created a partitioned version of the Digital World divided in 3 servers: Urd, Versandi and Skuld with infinite processing capacity, the thing meanwhile 1% was saved some the Digimons in the other 99% mutated and created an Antibody to withstand the effects of the Program X and thus the Antibody-X is was born, and some of those Digimons managed to slip into the New Digital World, then the stuff from the Digimon Chronicle manga and (to some extend) the X-Evolution movie takes place.
Now 15 years later Yggdrasil revealed that he actually didn't delete the Old Digital World but he sealed it off instead, and he noticed that the levels of the hazard have gone down, so he has sent 3 Royal Knights to inspect the Old World to see what's up.
And that's pretty much the point in the lore of Digimon that we're currently at now since the new v-pets aren't out yet.
