Given Kukui called out Ash as MR specifically to help Litten evolve (and the fact Ash lives with Kukui), it's no stretch for something similar to happen again (if it doesn't evolve before then, which can easily be done, given Torracat's moveset is markedly different to 'Roar's and that size differentials are a thing).
They also seem to be setting up Popplio to evolve to Primarina eventually (unlikely it'll get a CotD episode to show off its Z Move, given Brionne didn't even get the CotD episode, which was Dhelmise) and Hau and his Dartrix confirms he'll be the one to pull off a Sinister arrow raid. Seems unlikely they'd leave Torracat as such, when its owner's peers were able to evolve theirs.
Lastly, judging by both how they're seemingly setting up every one of Ash's pokémon to have it's own Z Crystal and this new Eevee appearing and being associated with Ash means Toarracat has no Z Crystal for its own use (won't get Firium Z as that's Kiawe's). But I can totally see MR's 'Roar telling Royal Kukui to give Incinium Z to Ash's 'Roar if/when it defeats him, to finally get its own Crystal.
