For example, people dislike Magmortar and Dusknoir and Lickilicky and Rhyperior because they're just fat versions of earlier cool mons. But people disliked Dragonite (deriding it as Barney) for the same reason.

The problem wasn't that Pokemon got evolutions instead of us getting more Pokemon; it's that those designs were lackluster for one reason or another.
I like Magmortar and Electivire, but take them as examples. Magmortar's cannon arms are cartoony, so much so that its claws, we are expected to believe, just recede into the pitch blackness, instead of them being positioned around the rim. If I was making Magmortar, I would have made the cannons look more interesting, like Volcanoes, or at least resemble actual artillery a little bit more---just more detailed than we got. It's also got this clown smile rather than the monstrous beak of Magmar. But what I especially dislike is it loses braces, particularly around the neck.
Electabuzz was supposed to be based on oni, Japanese demons. But then Electivire is, at face value, some jungle monkey.
They just are subpar compared to the standards set by their preevolutions, or else they fail to live up to expectations reached by Pokemon like Scizor, Kingdra, and Steelix.
